Experience:
Mediated among the warring factions of Afghanistan, and negotiated an agreement for national reconciliation among nine leaders of the Northern Alliance (English or Dari version). September 1997 to May 1998.

Mediated between the Dalai Lama (represented by moderates in his administration) and China by soliciting the good offices of foreign governments to facilitate reconciliation; and by directly engaging Chinese officials in talks during two trips to Beijing. June 1994 to January 1996.

Appealed to the National Human Rights Commission of India on behalf of the Kashmir people, asserting the constitutional right of Kashmir to hold its own constitutional convention to redefine Kashmir's federal relationship to Delhi. August to September 1994.

Advised key persons in the democracy movement in Burma, and drafted a mediation plan that was submitted to Lady Suu Kyi and the military regime. July 1995 to January 1996.

Provided counsel to the Dalai Lama and Samdhong Rinpoche (President, Tibetan Assembly in-exile) related to Tibetan Autonomy and reconciliation with Beijing, including he drafting of a model Treaty of Reconciliation. January 1994 to June 1994.

Gave counsel to the Republic of Mongolia on the legal structure for a national human rights commission. June 1994.

Constitutional adviser to the Dalai Lama's Constitutional Redrafting Committed, drafting a model Constitution for an Autonomous Tibet (excerpts, articles 1-5), September 1993 to February 1994.

Law Clerk, Office of Legal Adviser, US State Department, prepared claims for submission to the United Nations Claims Commission on behalf of US citizens seeking compensation for personal injuries and loss of property due to Iraq's illegal invasion and occupation of Kuwait. October 1992 to August 1993.
